When I click the 'New Dictation' button a new window opens containing a box with an "x" in it

First check that you do not have pop-ups blocked. Also, try clearing your internet browsers history and cookies (from the menu Tools > Internet Options...).

If there is still an "X" displayed or the applet is not loading, then it may be possible that there is no Java Virtual Machine (JVM) installed on your computer. To download a JVM go to http://www.java.com/en/download/manual.jsp
