Express Dial is tryign to make me sign into an SIP accountExpress Dial can be used with a regular telephone line or a VoIP line. A SIP account is needed to use VoIP. To turn this off and enable analogue usage go to Options, make sure you are using the top option to 'Use modem to make calls using an Analogue line'
